New York State Requirements

New York State requires OSHA 10-Hour certification for all workers employed on public works construction projects. This requirement is enforced by the New York State Department of Labor and applies to all trades on state-funded projects.

New York City Requirements

New York City goes further: Local Law 196 requires Site Safety Training (SST) for all workers and supervisors on construction sites requiring a construction superintendent, site safety coordinator, or site safety manager. OSHA 10-Hour satisfies the 10-hour card requirement, and OSHA 30-Hour satisfies the 30-hour card requirement.

Deadlines and Enforcement

NYC DOB enforces these requirements on covered job sites. Workers without the required training cards can be removed from job sites. Supervisors must have their OSHA 30-Hour card on site at all times.

How to Get Compliant

Complete your OSHA 10-Hour or 30-Hour course online at your own pace. After passing the final exam, your DOL card is issued within 2–3 weeks. Most NYC employers also require a Site Safety Training card — check with your employer for additional requirements.
